The
Task Force of the Catalan Authority for the Prevention of Torture (OPCAT),
headed by the Ombudsman Rafael Ribó, presented in Parliament the 2014
Annual Report. The report notes two overall weaknesses identified during
the visits carried out without notice to centers and institutions that
have custody of persons who, for various reasons, are deprived of freedom.
In 2014 the number of visits was 82, compared to the 53 that were

The Ombudsman asks the authorities on employment to withdraw controversial sanctions to unemployed |

The
Ombudsman suggested to the Catalan Ministry of Enterprise and Employment
to close the file on all disciplinary proceedings initiated by the Catalan
Employment Service to people receiving unemployment benefits for failure
to renew the demand for occupation from 24 May and August 3, 2013. The
Ombudsman intervened in the case following a complaint filed by the union

Equity in the price of school meals for disabled students |

The
Catalan Ministry of Education has accepted a recommendation reiterated for
years by the Catalan Ombudsman regarding to the legal guarantees for
students with special educational needs enrolled in mainstream schools
when access to school meal service on equal opportunities. This regulation
resolves numerous complaints received by the Ombudsman on students
required to bear the cost of educators to support. More information |

The European Ombudsman brings the Castor case to the European Commission |

The
European Ombudsman, Emilly O'Reilly, informed the Catalan Ombudsman that
the report on the Castor Project had been delivered to the Secretary
General of the European Commission. This was one of the recommendations
included in the report in order to use all available legal tools so that
the Royal Decree Law is suspended. The Royal Decree Law 13/2014 passed by
Spanish Government could violate the EU Founding Treaty regarding State
